I haven't talked to Frosty in a good while, but normally, that error is the one you get when you don't pay for the web space.

different hosts have different rules, and it sounds like he just ran out of web space. With mine, they don't cut you off, they just send an email and let you know. Others aren't so kind, unfortunately.
